Phase II Sewer Project:

The Phase II Sewer Project has been completed, and the sewer system was online as of February 2021. If you are in the project area please refer to the information below regarding connecting to the system but we do recommend that you reach out to the Sewer Department directly to coordinate your connection.

Connecting to Sewer

All parcel owners should contact the Sewer Department to obtain instructions on how to connect to the system and should review the Connection Requirements prior to submitting a sewer connection application. The cost to connect to the public sewer is the responsibility of the property owner.

Property owners that would like to connect should contact the Sewer Department to obtain a current list of Licensed Drain Layers, to begin the process of connecting to sewer. Only Licensed Drain Layers (or those applying to be licensed) may connect the property to sewer. It is recommended that parcel owners obtain multiple quotes for the work and be clear on what is or is not included in the scope of work (i.e. restoration of lawns, driveways, walkways, removal of trees, internal plumbing changes, abandonment of septic or cesspool, pumping of the old system, cost of permits, etc.).

Sewer Betterments

Final Sewer Betterments were issued in the Fall of 2021. Betterments were calculated based on January 1, 2021 Assessor Database information, per Massachusetts General Law. If you have questions on your sewer betterment, please contact the Sewer Department.

Project Background

The Phase 2 Sewer Project was approved at the Annual Town Meeting on May 15, 2018. The Phase 2 Sewer Project brings municipal sewer to approximately 64 parcels concentrated in the Town's largest expanse of commercial/industrial zoned area along northern Middlesex Road to the New Hampshire border. The Project includes approximately 5,400 linear feet of new sewer; 2,300 linear feet of new water main, 12,200 linear feet of new force main, 2 wastewater pumping stations, and a force main crossing of the Tyngsborough Bridge (south side of sidewalk), within portions of Northern Middlesex Road, Sherburne Avenue/ Tyngsborough Bridge, Parker Lane, Curtis Road, Curtis Hill Road, Lawndale Road, Park Road, Coburn Road, and Maplewood Avenue. The Water Main portion of the Project constructed approximately 2,300 linear feet of water main to connect the existing two dead-end mains, which brings municipal water to all parcels in the Project area. This provides not only water quality but ensures adequate fire protection to all parcels in this geographic area of Town. In addition to the Town's sewer contribution approved at the 2018 Town Meeting, the Town applied for and received a $2.5M MassWorks Grant to defer both water and sewer capital costs to the Project parcels. Construction of the water and sewer within the same Project timeline was planned to minimize impacts to the Project area, as well as to avoid the 5-year road opening moratorium that would have significantly deferred the water construction if not done together.

The Tyngsborough Phase 2 Sewer Project was partially financed through the Massachusetts State Revolving Fund (SRF) Loan Program, administered by the Massachusetts Department of Environmental Protection (MassDEP), with joint funding support from the United States Environmental Protection Agency (US EPA) and the Massachusetts Clean Water Trust (MCWT). The installation of a new gravity sewer, force main, and pumping stations as part of this project provides water quality benefits for the community by providing a municipal sewer system for residents and commercial businesses.
