About the Commission:

Conservation Commissions are established under the provisions of the Massachusetts Conservation Commission Act (Mass. G.L. Ch. 40, Sec. 8C) for the "promotion and development of the natural resources and the protection of watershed resources" of the Town. The Tyngsborough Conservation Commission is Tyngsborough's steward for Town-owned conservation land and the local administrator of the Massachusetts Wetlands Protection Act, Tyngsborough Wetlands Protection Bylaw, Stormwater Management Bylaw and Aerator Use Regulations Bylaw. The range of duties and responsibilities is wide, however, the major areas of responsibility are as follows:

  • Administer and enforce the Massachusetts Wetlands Protection Act (MGL Ch.131, Sec. 40) and its applicable Regulations (310 CMR 10.00) as well as the Tyngsborough Wetlands Protection Bylaw (Article XXXII of the General Bylaws) and its Regulations, the Stormwater Management Bylaw (Article XLII of the General Bylaws) and its Regulations, and the Aerator Use Regulations (Article LIV of the General Bylaws)
  • Work with the Recreation Committee and Select Board to develop, maintain, and achieve goals of the Open Space and Recreation Plan for the Town. 
  • Develop projects and programs to carry out the applicable goals of the Open Space and Recreation Plan, including preserving land by acquisitions, protecting open space through Conservation Restrictions, publishing educational and informational materials and implementing programs for the improvement and protection of natural resources. 
  • Manage and maintain Town-owned conservation land under the control of the Conservation Commission.
  • Work with landowners and residents to ensure that our natural resources are protected and that construction or environmental alterations are accomplished in compliance with State and Town Regulations. 
  • Advise and work with other Town Boards, Committees and organizations on matters involving natural resources, land conservation and watershed resources.

The Commission consists of seven (7) members appointed by the Select Board for terms of 3 years each. The Select Board may also appoint Associate Member(s) as they see fit.

Our staff is composed of one Conservation Director and one Administrative Assistant.

Meeting & Filing Information

The Commission meets every second and fourth Tuesday evening of each month at 7:00pm. Commission meetings are held in-person at the Tyngsborough Town Hall Community Room. These meetings include Public Hearings relating to applications filed under the Massachusetts Wetland Protection Act, Tyngsborough Wetlands Protection Bylaw and Stormwater Management Bylaw. Legal Notices of these hearings are published before Commission meetings in The Lowell Sun.

Filing Deadline

The deadline for filing applications to be included on the Commission's agenda is 16 business days before the desired meeting date. See Meeting Calendar for upcoming filing deadline dates along with Commission meeting dates. Applications must be delivered to the Conservation Dept. to be processed and added to upcoming agenda.
